To develop the community and voluntary sector through:

• helping to establish new organisations which meet local needs
• assisting existing organisations to develop and become sustainable
• providing access to support and sourcing funding
• promoting and sharing good practice
• providing and facilitating training opportunities for the community and voluntary sector

To facilitate community and voluntary sector involvement through:

• gathering and disseminating information on issues that affect communities
• developing effective engagement between agencies and the community and voluntary sector
• developing and sustaining partnerships whereby communities can express their views and be heard at local, regional and national level
• developing effective local networks
